Self-host M5: PHP_COMPILER_LIB_SPINE_BUNDLE compile path — no Zend gen-0 fallback in CI

Problem

script/bootstrap-selfhost-lib-spine-smoke-link.sh still falls back to host Zend bin/compile.php when the native argv compile driver is blocked (#2967). M5 cold-boot requires BOOTSTRAP_NO_ZEND_FALLBACK=1 to succeed for spine link in north-star5-verify --strict without manual env hacks.

Zend gen-0 fallback hides missing native lowering on the compile spine and blocks honest self-host iteration (#1492).

php-src reference

N/A (bootstrap). Target: native binary from this repo's lib/ + ext/ compiles PHP without Zend in the loop.

• Document BOOTSTRAP_NO_ZEND_FALLBACK=1 as required for M5 PRs touching spine link
• test/unit/CiScriptsTest.php or bootstrap script test asserts no Zend fallback when flag set

Merged via #8838.

Root cause: private static array $states = [] (e.g. DomRegistry) was lowered via externalPropertyJitType() → TYPE_VALUE, then AOT failed with Static union/DNF property default must be a scalar compile-time constant.

Fix: Preserve TYPE_HASHTABLE for typed static array properties in JIT lowering; initialize empty hashtable globals; refuse gen-0 Zend fallback when BOOTSTRAP_NO_ZEND_FALLBACK=1; refresh prelinked sidecar stamp after honest native emit.

WIP handoff (worker-lane-b): NO_ZEND wiring + link-script native fallback + ObGzhandlerJitRuntime PHI dominance fix are on branch `agent/issue-8716-no-zend-spine-compile` (stashed locally).

Blocker: `make bootstrap-selfhost-lib-spine-smoke` is red on master too. Prelinked `.m3_compiler_lib_sidecar.sha` lags spine entry (#8820); native gen-0 drivers fail `parseAndCompile null` at `c:main_before_php`; sidecar fallback correctly refuses stale stamp (#2201). Zend inventory rebuild also fails (bin/compile.php lint null) even after PHI fix.

Next: refresh `prelinked/bootstrap-gen0/` sidecar stamp+blob after honest Zend spine emit, or fix native spine compile null — then merge NO_ZEND gate wiring.

PR #8857 — NO_ZEND inventory rebuild guard, native driver fallback in spine link script, ObGzhandler PHI fix, docs + unit tests.

Verified green: bootstrap script unit tests; make bootstrap-selfhost-link.

Still red (master too): BOOTSTRAP_NO_ZEND_FALLBACK=1 make bootstrap-selfhost-lib-spine-smoke — stale prelinked sidecar stamp (#8820) + native parseAndCompile null at c:main_before_php; sidecar fallback refuses stale stamp (#2201). Not merging until prelinked refresh or native spine emit fixed.
