Problem

#6573 tracks igbinary serialize/unserialize. Phase 0: add ext/igbinary/Module.php skeleton so compiled scripts see registered function names and extension metadata (same pattern as #6937 hash, msgpack skeleton this run).

Verified 2026-06-06: function_exists('igbinary_serialize') → false on bin/vm.php.

Phase 0 skeleton registers igbinary_serialize, igbinary_unserialize, igbinary_pack, igbinary_unpack with Error stubs until #6573.
