Problem

Lane B compile/link fallback: language IR drained (stdlib/ext-owned remaining queue). First red make bootstrap-* gate on current master (af5eba395e).

php script/bootstrap-inventory.php --check is red: construct-flag drift on existing Phase A soap units after #32193/#32192/#32191/#32190 (SoapParam/SoapVar). This is a compile/self-host inventory gate, not a gen-0 blob restamp.

Did not restamp gen-0 sidecar (spine SHA moved; honest refresh is make bootstrap-gen0-refresh-sidecar). Language IR was drained; this was the first red bootstrap inventory/coverage chain.
