Problem

Daily release review 2026-08-03 on master @ 249a86019: ./script/release-readiness.sh --json → user_release_ready: no.

north-star5-verify --fast fails:

north-star5-verify: step 4f-m FAILED (gen-0 manifest/driver mismatch — #8713)

gen0_provenance from readiness:

• driver last built: 99400fd8c (2026-08-03, Trust refresh Trust: refresh gen-0 argv fingerprint after #27221/#27225 (Pillar 1) (#27224) #27230)
• 4 lowering commits since (no manifest rewrite): 1e41ef9f8 … 249a86019 (array_keys/values, is_finite/infinite/nan, get_class_vars, float ConstFetch rematerialize)
• manifest_provenance: verified-fresh but driver bytes not rebuilt from current lowering sources
• functional smoke still ok (never-seen script compiles) — mismatch is honesty/fingerprint, not “driver dead”

Sibling Pillar 1 red: helper-runtime 12 STALE → #27239 (first fail on quick readiness).

PHP implementation target

• Honest rebuild of committed prelinked/bootstrap-gen0/ driver (+ argv fingerprint) from current lowering sources in pinned Docker
• No restamp-only of .bootstrap_lowering_source.sha / manifest without a build that produced the artifact (artifact-honesty.mdc)

On master @ 249a86019 after make bootstrap-selfhost-link (OK via Zend gen-0 fallback):

make bootstrap-selfhost-helloworld (STRICT) red:

• gen-0 argv emit helper links OK → native emit runtime failed (exit 1)
• prelinked smoke main path also blocked with same reason
• emit_path=zend_fallback_would_be_used / BOOTSTRAP_M3_HELLOWORLD_STRICT=1 refuses Zend
• Freshness: want 987ca8f3… have 9bbac6a0… (Foundation: compiled-driver reuse has no lowering-source freshness guard — Tier-1 workflow can silently test stale codegen (script/bootstrap-resolve-compile-invoke.sh) #21855) — same stale-seed class as 4f-m

Prior review (2026-08-02 afternoon) had helloworld green emit_path=native. Treat as gen-0 honesty fallout of this issue (not a separate must-ship until/unless it survives an honest rebuild).
