Problem

#25333 / #25334 restored Pillar 1 after #25299 Stream* fallout. Later merges re-staled committed prelinked/helper-runtime/x86_64-linux/ units without publishing a real re-emit:

PHP implementation target

• Real re-emit via php script/emit-helper-runtime-object.php --unit=… (pinned Docker LLVM 9)
• Publish into prelinked/helper-runtime/x86_64-linux/units/ (copy fresh {unit.o,unit.bc,manifest.json}; update arch generated_at / total_bytes only — do not restamp core_fingerprint / llvm_identity_token off-host)
• No source logic change

Done when

• --strict reports 315 fresh, 0 stale
