Release v1.1.0: spine sync lib/VM/Builtin/ReflectionClassIsCloneable.php (re-#22135) #22146

Context

./script/release-readiness.sh --json fails Pillar 1 (Trust) on master (release manager probe 2026-07-22).

Regression from #22109 / PR #22135 (ReflectionClass::isCloneable() → new inventory file lib/VM/Builtin/ReflectionClassIsCloneable.php).

Doc sync #22133 landed at 6356 files; #22135 added the 6357th vm.php-path unit without spine require_once.

Failure

check-selfhost-spine-coverage-sync: FAILED — 1 inventory files missing from spine:
  lib/VM/Builtin/ReflectionClassIsCloneable.php

Cascades: north-star5-verify-fast, user_release_ready: no (quick).

Also regenerate committed docs/bootstrap-inventory.md for 6357/6357 (north-star5 step 1 auto-regenerates in Docker; committed tree still drifts until PR lands).

Acceptance criteria

• require_once for lib/VM/Builtin/ReflectionClassIsCloneable.php in test/selfhost/compiler_lib_spine_smoke/main.php (same pattern as Release v1.1.0: spine sync ReflectionFunctionIsGenerator + ReflectionMethodIsGenerator (#17511) #17521, Trust: gen-0 fingerprint + spine IsIterable (#10533) #22126)
