Docs: regenerate capabilities-syntax.md (ci-fast CAPABILITY_SYNTAX_CHECK stale on master)

Problem

./script/ci-fast.sh (and docker-ci-local.sh fast) fails on harness master at:

docs/capabilities-syntax.md is out of date — run: php script/capability-syntax.php

Blocks PM merge gate for open PRs (e.g. #2120) even when PHPUnit subsets are green.

Goal

Regenerate docs/capabilities-syntax.md from script/capability-syntax.php and land on master so CAPABILITY_SYNTAX_CHECK=1 passes in ci-fast.

Acceptance

• php script/capability-syntax.php run locally/Docker
• ci-fast passes capability-syntax step on master
• Related: Docs: capabilities-matrix throw / try / catch rows (post-#195/#57) #2103 throw/try/catch matrix rows may land in same doc pass

Verify on Runforge: prefer ./script/docker-ci-local.sh fast or tar-pipe into php-compiler:22.04-dev — plain -v "$(pwd):/compiler" often shows an empty tree on this harness (no script/capability-syntax.php).
