Problem

BOOTSTRAP_M3_HELLOWORLD_STRICT_GATE remains opt-in in ci-local.sh while make bootstrap-selfhost-helloworld is strict-by-default and green with emit_path=native.

Blocker cleared (batch 96): #1493 ✅ closed M3 HelloWorld strict native emit. This issue (#1866) can flip BOOTSTRAP_M3_HELLOWORLD_STRICT_GATE default to 1 in script/ci-defaults.env once harness ./script/ci-local.sh is green with strict probe.

Next M3 slice: #1937 compile-smoke emit + #1968 BOOTSTRAP_M3_COMPILE_SMOKE_STRICT_GATE (parallel ladder).

Verify locally only — no GHA.

One-line flip: script/ci-defaults.env — change BOOTSTRAP_M3_HELLOWORLD_STRICT_GATE default from 0 → 1. No lib/ change required unless probe regresses.

Done when: ./script/ci-local.sh fails on emit_path=zend_fallback_would_be_used without manual env; CiScriptsTest asserts :-1.

Priority: P1 after #2840 inventory SSOT (doc gate red). Pairs with #2165 (compile-smoke strict).
