Problem
ReflectionClassConstant exposes isPublic()/isProtected()/isPrivate() but not getModifiers() or the IS_PUBLIC/IS_PROTECTED/IS_PRIVATE/IS_FINAL class constants. Code introspecting modifier bitmasks fails.
