Prelinked blobs are Linux x86_64 + LLVM 9 only. Unclear whether gen-1+ release targets "everyone" or a defined platform matrix.

Acceptance

• Published Bootstrap SDK system requirements (arch, glibc, RAM, LLVM, Docker)
• Explicit non-goals: macOS ARM native prelink (until blobs exist)
• Optional future: multi-arch release matrix issue
