Release v1.1.0: regenerate docs/capabilities.md (capability-matrix --check drift)

Context

./script/release-readiness.sh --full --json fails on capability-matrix --check — docs/capabilities.md is stale after recent DOM/stdlib/JIT landings.

Prior fix: #11205 (closed 2026-06-24); regressed since.

Failure

release-readiness:   FAIL: capability-matrix --check (exit 1)
docs/capabilities.md is out of date — run: php script/capability-matrix.php

Acceptance criteria

• php script/capability-matrix.php regenerates docs/capabilities.md
• php script/capability-matrix.php --check → OK
• ./script/docker-exec.sh -- bash -lc './script/release-readiness.sh --full --json' → capability-matrix gate green
