Specify `rank ID` for component to run only on some ranks

Is your feature request related to a problem? Please describe.
For multi-gpu training / inference, many some components only need to execute on specified ranks, so it would be nice to support the config for target rank ID.

We don't have a concrete use case or example so far, but I think we can leverage the _disabled_ syntax to support it.
May need to support it in an easier and more convenient way in the future (like a _rank_ syntax).
