…ng out One user's host-service log had the refs read (branch, HEAD, upstream: all local git config and rev-parse) blow its 15s worker budget 170 times. On a machine where every exec is slow, each retry costs a worker slot for 15s and queues more git processes behind the ones already stuck, and the 5-minute sweep plus every watcher event kept scheduling them. The worker runner now tags a budget expiry with a stable code, and the PR runtime uses it: after two consecutive timeouts a workspace sits out its branch sync for a growing window (5 min doubling to 1 h). A successful read clears the streak. Other git failures are untouched. Claude-Session: https://claude.ai/code/session_01UWyngsh3WSdEM6kmf1P8s5
📝 WalkthroughWalkthroughThe change adds structured worker timeout errors and applies per-workspace exponential cooldowns to pull-request refs reads. Tests cover cooldown activation, extension, reset after success, and exclusion of non-timeout failures. ChangesRefs Read Timeout Cooldown

Greptile SummaryThis PR adds a machine-readable worker timeout code and applies per-workspace exponential cooldowns after repeated Git refs-read timeouts.
Confidence Score: 4/5The PR should not merge until inline refs-read timeouts participate in the cooldown; otherwise the fix stops working when the worker pool falls back to inline execution. Normal worker timeouts correctly trigger the new backoff, but inline execution emits an uncoded timeout that the new predicate rejects, preserving repeated costly Git polling in a supported degraded-worker state. Deleted timed-out workspaces also leave stale map entries. ### Issue 1
packages/host-service/src/workers/WorkerTaskRunner.ts:30-34
**Inline timeouts bypass cooldown**
When the host worker bundle is unavailable, the worker crash circuit opens, or a task retries after a worker crash, refs reads run inline. That path creates `WorkerTaskError` without `WORKER_TASK_TIMEOUT_CODE`, so this predicate returns false and the cooldown never starts. The service therefore keeps scheduling the expensive Git reads that this change is intended to stop. Tag the inline timeout with the same code or otherwise recognize both timeout paths.
### Issue 2
packages/host-service/src/runtime/pull-requests/pull-requests.ts:252-255
**Deleted workspaces retain cooldown state**
A successful refs read is the only path that removes an entry from this new map. Workspace deletion events and missing-row handling leave the entry behind, so a long-lived host-service process accumulates stale cooldown records for timed-out workspaces that are later removed. Clear the timeout state when a workspace disappears or is deleted.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Reset the timeout streak after a non-timeout failure.
A timeout, then a plain Git error, then another timeout starts a cooldown. The plain error leaves the prior refsTimeouts entry intact, so the two timeouts are treated as consecutive.
Delete the entry when isWorkerTaskTimeout(error) is false. Add this three-attempt sequence to the cooldown test.

Problem
A user's host-service log showed
git/readWorkspaceRefstiming out at its 15 s worker budget 170 times, plus 25 more at 30 s. That task runs local git only (config,rev-parse,remote get-url), and the budget starts at dispatch, so plain git was taking over 15 s on that machine. Every timeout still cost a worker slot for the full 15 s and left a git process behind, and the PR runtime kept scheduling the same workspace again on the next watcher event and the 5 min sweep. On a host already slow to exec, that is load stacked on the process carrying terminal I/O.Change
WorkerTaskRunnertags a budget expiry: the rejection now carriescode: WORKER_TASK_TIMEOUT(isWorkerTaskTimeoutexported). The message is unchanged.PullRequestRuntimeManager.syncWorkspaceRowtracks consecutive timeouts per workspace. After two in a row the workspace sits out its branch sync for 5 min, doubling per further timeout up to 1 h. Any successful read clears the streak. Non-timeout git failures behave as before.git is not answering for a workspace; pausing its branch sync for Nm.Both the watcher path and the 5 min sweep go through
syncWorkspaceRow, so both are covered.Testing

Summary by cubic
Stops re-polling a workspace whose git reads keep timing out. Previously each timeout cost a worker slot for the full 15-second budget and the watcher plus 5-minute sweep kept rescheduling the same workspace; now after two consecutive timeouts the workspace pauses its branch sync for a window that doubles from 5 minutes up to an hour, and a successful read clears the streak.
