feat(i18n): ship Traditional Chinese and fix Chinese locale resolution - #6969

Adds zh-TW to SUPPORTED_LOCALES, the lazy catalog map, and lingui.config, with a complete 6,888-message catalog converted from zh-CN. The conversion is vocabulary-level, not glyph-level: Taiwan writes 軟體, 程式, 網路, 檔案, 記憶體, 專案, 搜尋, 控制項. Terms that are already correct were left alone rather than "corrected" into errors: 處理程序 (process), 文件 (document, as against 檔案 for file), 制 in 強制/限制, 准 in 批准. Also fixes resolveLocale, which a second Chinese variant breaks. Matching on the base language alone sends every Traditional preference to whichever zh-* comes first, so zh-Hant, zh-Hant-TW, zh-HK, and zh-MO all resolved to Simplified. Chrome and macOS report the script subtag, so this would hit most Taiwanese users on first launch. Resolution now reads script and region subtags and matches case-insensitively, with tests proven to fail against the old implementation. zh-TW-u-nu-latn carries a numbering preference, not a different language, but the extension subtags defeated exact and alias matching and demoted the tag to zh-CN. A character-only mapping produces text that is technically Traditional but reads as mainland Chinese. Ambiguous characters verified in context rather than blanket-replaced: 處理程序 (process) and 文件 (document) are correct Taiwanese and stay; 制 in 強制/限制/控制 and 准 in 批准 are correct Traditional.
Locale resolution fix (required by this locale)
A second Chinese variant breaks base-language matching:
