fix(mobile): PR card failing-checks treatment and merged/closed rows - #6655

A failed check now outranks the running ring: the card lists what is wrong (with View All through to the rest) even while other checks run, and a draft with failing checks offers Fix Checks with Agent alongside Mark Ready. Rows are now resolved by state: a merged PR keeps only its receipt row, now with a "now · August 15, 2026 at 3:25 PM" sub-line, and a closed PR drops the status rows entirely, instead of both showing a stray "No Reviewers Assigned" row. Conflicts reuse the checks agent label per the designs. compactTime moves up to workspace/[id]/utils for reuse, and the merged/closed fixtures carry realistic checks and reviewers so the stories prove rows are dropped by state, not by absent data. bun tests pin state precedence, actions, row composition, the checks-row treatment and the card copy.
