fix(admin): stop blocking dashboard tiles on PostHog insight recomputes - #6456

Every insight tile fetched its saved insight with `refresh=blocking`, which holds the request open while PostHog recomputes. Measured against the real project on a cold cache, that is 20.3s for activeOrgs, 15.2s for activatedRate, and 9.4s for newSiteVisitors; the other seven insights hit PostHog's cache and return in under a second. Switch to `refresh=lazy_async`: PostHog serves its cached result immediately and recomputes in the background past its refresh throttle. A cold insight comes back with no result yet, so `fetchInsightResults` reports `pending` and the tile polls until the result lands, matching the existing getMrr idiom. Measured on the Product tab with all five insights forced to recompute, the same batched transport went from 18.0s to 0.85s for the last tile to land. The staleTime and pending-poll wiring is now a single useInsightResults hook instead of the same query block repeated in all four insight tiles. Tiles paint stale numbers first and update when the recompute lands; the tile header already surfaces lastRefresh.

Past cache_target_age, lazy_async returns the stale result *and* a live query_status for the recompute it just started, so `result == null` missed that case and the tile sat on stale numbers until the next refetch. Drive `pending` off query_status as well, and key the tile skeleton off the result being absent rather than off `pending`, so a stale chart stays on screen while the recompute runs instead of collapsing to a skeleton.

…rever A failed cold query comes back with result null and query_status.error set. `pending` was `result == null || recomputing`, so the error guard on the recomputing term never applied and the tile polled a query that can never complete, sitting behind a skeleton indefinitely. A failed query is terminal — retrying means starting a new one — so throw and let the tile render its error state.

Problem
Every insight tile fetched its saved insight with
refresh=blocking, which holds the HTTP request open while PostHog recomputes the insight. Timed against the real project on a cold cache:Past PostHog's ~15min refresh throttle, loading the Product tab meant a 20s blocking request.
Fix
refresh=blocking→refresh=lazy_async. PostHog serves its cached result immediately and kicks off the recompute in the background.
