Teardown Wave A slice 2. ACP is dropped in favor of chat-v3: it was gated behind SUPERSET_ACP_SESSIONS=1 (internal builds only), had a mobile-only UI already removed in #6366, zero stable-build users, and emitted zero analytics. Removes the host-service ACP runtime + router + WS route and its gate, the acp_sessions host.db table (migration 0022), packages/session-protocol entirely, host-client's ACP arm, the @agentclientprotocol deps, the desktop env wiring, six integration tests and their fixture. HarnessKind/StopReason needed no inlining — acp_sessions was their only consumer. The two ACP plan docs move to plans/done/ so nothing new gets built on them.

Does not drop the table. - deletes the dead v2Project list/create/update procedures (zero callers) - host-service project.setup no longer falls back to a cloud lookup: origin comes from the local row or the origin param, with a clear NOT_FOUND when neither is present - deletes the legacy linkRepoCloneUrl write-back and the fire-and-forget v2Project.delete cleanup in project.remove - project-backfill drops its cloud arm and becomes a pure local sweep - CLI projects setup gains --repo-url/--name with automatic resolution from the target or local host, so existing invocations keep working - desktop v1-migration passes origin from the candidate it already has - deletes the automation router's verifyProjectInOrg, which was already a no-op for local-first projects Exactly one production v2_projects consumer remains, fenced with a comment: findByGitHubRemote in project.findByPath, reachable only from the v1 importer and dying with it. ParadevAI#6434 deleted the ACP sessions stack, taking `acpSessions` out of the host-service schema. This test still seeded and asserted on it, so every detach case died in the fixture on `schema.acpSessions` being undefined rather than on anything it was meant to check. The production detach path never referenced the table, so this is only the fixture catching up. `terminalAgentBindings` and `terminalSessions` still cover the no-foreign-key tables the project cascade can't reach.
