[PD Disaggregation][XPU] update_inputs_v1 operator supports PD

Motivation

当前PD分离架构service层对于资源的管理，要求P节点只做一次prefill；如果P节点做了decode，有概率出现service层和worker层死锁hang住。

Modifications

update_inputs_v1算子增加只让P节点做一次prefill的逻辑
