[FDConfig]Turn on the CUDAGraph + MultiModel switch

Motivation

CUDAGraph is enabled by default(#3594), but MultiModel is temporarily disabled to avoid conflicts. This PR will allow the use of CUDAGraph with MultiModel.

Modifications

Removed the relevant startup parameter checks from FD config.
