Improve UX for adding cultures in Localization Settings #18771

Description

Description

When adding a new supported culture in the Localization Settings page (/Admin/Settings/localization), the "Add culture" link is not immediately visible or obvious to users.

Current Behavior

  1. User selects a culture from the dropdown
  2. User must find and click the "Add culture" link (which is easy to miss)
  3. The culture is then added to the supported cultures list

Expected Behavior

The action to add a culture should be more prominent and discoverable. Users might expect:

  • A visible "Add" button next to the dropdown
  • Or auto-add when selecting from the dropdown

Suggested Improvement

  • Add a clearly labeled "Add Culture" button next to the dropdown
  • Or implement auto-add behavior when a culture is selected from the dropdown
  • Consider using a more prominent visual style (e.g., primary button) for the add action

Screenshots

The current UI has the "Add culture" link that can be easily overlooked when users are focused on the dropdown selection.
