docs: add Enterprise skills and plugins guide

Summary

• Add an Enterprise guide for choosing how to distribute skills and plugins. Customers are confused about the many ways to do it now. This document gives them one stop for how to work with skills.
• Document repository, organization, and user skill configuration.
• Explain instance marketplaces, registered marketplaces, conversation attachment, and Auto-Load.
• Include UI, launch-link, and V1 API plugin loading paths.
• Add behavioral verification and focused troubleshooting guidance.
• Add the page to the Enterprise navigation.

Why

The general skills documentation describes skill formats and triggers, while Enterprise users also need guidance on scope, governance, marketplace registration, conversation loading, and verifying that organization-wide skills actually affect conversations.

User impact

Enterprise users and administrators can choose the appropriate loading method, understand when a marketplace entry is merely discoverable versus active, and validate skill behavior with a control conversation.

The repository's scheduled LLM-context generator recognizes the new page. Generated LLM files were not included because the current generator also produces substantial unrelated drift; the existing sync workflow owns those files.
