Closes #3778

Summary

  • Buckets other than OPENC3_CONFIG_BUCKET, OPENC3_LOGS_BUCKET and OPENC3_TOOLS_BUCKET are now treated as user-defined. system_set users can upload and delete anywhere in them without admin.
  • User-defined buckets no longer get scope-based RBAC (bucket_requires_rbac? returns false for them, as it already did for tools), so paths don't need a scope as the first folder. This affects reads too: any user with system permission can list and download them.
  • The standard buckets keep their rules. Writes to tools, logs and config stay admin-only, except for the existing targets_modified/tmp config overlay.
  • The Bucket Explorer docs are updated.

Test plan

  • bundle exec rspec spec/controllers/storage_controller_spec.rb: 122 examples, 0 failures across several random seeds
  • The new specs fail against the original controller
  • New coverage: presigned and direct uploads, file and directory delete, and download from a custom bucket as a non-admin, with no scope check; tools and logs uploads, and tools deletes, are still rejected

🤖 Generated with Claude Code

Summary by CodeRabbit

  • New Features

    • Non-admin users with system permission can upload and delete files, including directories, in user-defined buckets.
    • Non-admin users retain access to permitted configuration overlay paths. Writes to standard tools and logs buckets still require administrator authorization.
  • Documentation

    • Updated the Bucket Explorer guide to describe non-admin access to user-defined buckets.
    • Clarified bucket and volume configuration guidance, including which services need access.
    • Updated COSMOS 6-to-7 upgrade instructions to use the latest COSMOS 7 release and refined the volume cleanup example.

Buckets other than config, logs and tools have no COSMOS path conventions,
so drop scope-based RBAC for them and let system_set users upload and
delete there. The standard buckets keep their admin-only write rules.

📝 Walkthrough

Non-admin users can upload, download, and delete files in user-defined buckets. Scope-based RBAC applies only to config and logs buckets. Local-mode mirroring remains limited to config data. The PR also updates storage configuration and COSMOS upgrade documentation.

Changes: Bucket access

Layer / File(s) Summary
Bucket classification and write policy
openc3-cosmos-cmd-tlm-api/app/controllers/storage_controller.rb, openc3-cosmos-cmd-tlm-api/spec/controllers/storage_controller_spec.rb
The controller limits scope-based RBAC to config and logs buckets. Non-admin writes are allowed in user-defined buckets. Specs cover authorization and downloads.
Upload and delete authorization
openc3-cosmos-cmd-tlm-api/app/controllers/storage_controller.rb, openc3-cosmos-cmd-tlm-api/spec/controllers/storage_controller_spec.rb, docs.openc3.com/docs/tools/bucket-explorer.md
Presigned uploads, direct uploads, item deletion, and directory deletion use the non-admin write rule. Local-mode mirroring and deletion apply only to config data. Specs and documentation cover user-defined buckets and retained standard-bucket restrictions.

Storage configuration guidance

Layer / File(s) Summary
Storage configuration example
compose.override.yaml
The guidance defines bucket-name constraints and separates bucket variables from volume variables. The example configures buckets and mounts across the relevant services.

COSMOS upgrade instructions

Layer / File(s) Summary
Version and volume cleanup instructions
docs.openc3.com/docs/getting-started/upgrading.md
The migration workflows refer to the latest COSMOS 7 release using v7.x.y. The cleanup example lists matching Docker volumes and removes the Compose-prefixed volume name.

Full details: Linked Issues check

Explanation

Issue [#3778] requires non-admin system_set users to upload to arbitrary paths in user-defined buckets. StorageController defines config, logs, and tools as STANDARD_BUCKETS; non_admin_bucket_write? allows other buckets without a path or scope requirement. The upload presigned-request and direct-upload paths use this check. The existing config overlay rule remains, and the tests cover custom-bucket uploads and standard-bucket restrictions.

Full details: Out of Scope Changes check

Explanation

The pull request changes behavior beyond the upload requirement in [#3778]. It allows non-admin deletion of files and directories in user-defined buckets, removes scope-based RBAC for those buckets and therefore changes their listing and download access, and documents the delete behavior. It also changes unrelated compose.override.yaml storage guidance. The summary reports additional unrelated COSMOS 6-to-7 upgrade documentation changes.

Resolution

Limit this pull request to the upload authorization required by [#3778], including only RBAC changes needed to reach custom upload paths. Move or revert the user-defined-bucket delete and read-permission changes, their tests and documentation, and the unrelated Compose and upgrade-documentation changes.

The local mode volume only mirrors the config bucket, but bucket deletes
removed the matching local file for any bucket. A custom-bucket key could
delete a config overlay file (including cmd_tlm) of the same name.

Restore OPENC3_LOCAL_MODE after each example.

The two examples set the process-wide environment variable to "true". Save and restore its previous value, including nil, so later examples do not inherit local mode.
