CMSIS-Toolbox Distribution by Arm via artifacts.tools.arm.com

The difference with the Arm distribution is that the compressed archives include digitally signed executables using an Arm Ltd. certificate for Windows and macOS. Note that these archives are used when CMSIS-Toolbox is downloaded and installed using Microsoft vcpkg and the vcpkg-configuration.json files.
