ci: promote Community GPU CI to the main merge gate - #1710
Promote the qualified Community GPU pipeline from the official ci/developer branch into main premerge. Contributors receive one complete CPU/GPU result and a portable HTML report, followed by NVIDIA employee maintainer review. Internal premerge remains available for explicitly requested diagnostics.
Exit Criteria
Ordinary main PRs run CPU checks, plan admission, selected GPU cases and confirmed VM cleanup under the Stable Community GPU CI aggregate.
The Internal bridge remains optional, and ordinary PRs stop dual-running Stable and Dev.
Current-head validation is complete before merge. Repository gate activation and automatic Stable qualification remain separate post-merge deployment steps.
Implementation
Reuse a private shared base with public reproduction inputs; prepare only selected family layers, then execute fresh family containers sequentially. Preserve test cases, checkpoints, reference revisions and numerical thresholds.
Use blocking VM readiness and durable allocation journals. Bound Brev 429 retries and require independently confirmed recovery before final status publication.
Keep trusted source selection, credentialed preparation, untrusted family entry points and result publication separate. Reject oversized plans before allocating a VM.
Produce one portable report.html with source/run identity, classified failures, case evidence and the original recovery receipt. Maintenance and image publication have separate protected workflows; Pages remains documentation-only. Artifact pruning is best-effort after confirmed release; failure retains the recovery journals.
Retain a maintainer-only manual Dev capacity profile for full promotion qualification: AWS g6e.4xlarge with one L40S and 128 GiB host RAM. Automatic PR capacity and test selection remain unchanged.
Consolidate the existing Dev implementation and readiness fixes into one maintainer-authored integration commit on current main, preserving the full source tree and prior history in a local backup. The PR remains official ci/developer to main.

python -m pytest -q tools/tests/test_community_gpu_plan.py tools/tests/test_community_hf_cache.py .github/tests/test_community_dependency_image.py: 299 passed on the main-synchronized candidate before consolidation.
python -m pytest -q tools/tests/test_community_ci.py: 694 passed, including manual-capacity authorization, exact allocation intent, mandatory recovery and status-publication controls.
python -m pytest -q tools/tests/test_community_gpu_ci.py tools/tests/test_community_gpu_lease.py tools/tests/test_community_gpu_report.py tools/tests/test_community_gpu_evidence.py tools/tests/test_community_gpu_images.py tools/tests/test_cmake_family_selection.py .github/tests/test_public_image_recipe.py: 797 passed, one optional real-container test skipped.
Ruff, all 54 embedded shell syntax checks, git diff --check, and independent review passed. The source tree is byte-identical before and after consolidation. python -m tools.community_ci source-quality --base github/main passed, including 848 tests, legal headers, model declarations, runtime complexity and changed-file lint.
Current-head source CPU run 38961642260 passed: 2,899 Python tests passed with three skips, and 262/262 CTests passed after 1,743 C++ build actions.
TRTMC Internal CI / Automated premerge gate=success is published on current head 3a6a6562d2f7954842cd2ba474542b7730d902d0; the public bridge run completed successfully. Private qualification logs remain private.
The exact-head large-profile Dev run 38961742490 completed all 13 selected cases: 12 passed, including Nemotron-H. Lance alone failed after entry in its official reference with CUBLAS_STATUS_NOT_INITIALIZED during a cuBLASLt heuristic call; the numerical comparison was not reached. Its underlying cause is still under investigation.
The same run produced one self-contained HTML artifact with all 13 case records and 294 checks, with no partial evidence. Both the owner and independent cleanup confirmed the original VM absent through authenticated inventories. The original intent, ready lease, final lease and embedded report receipt match.
Earlier Dev implementation e66f271d110c35b808b40c92253d67cf73f1cc59 passed complete MoGE qualification in run 38947640479: 67 assertions, single HTML artifact and independently confirmed VM release. That run used the separate family dependency fix in fix(moge): align dependencies with the shared GPU base #1752; it is historical implementation evidence, not a pass on this PR's new integration head.
Hardware, Environment, and Revisions
The integration is based on main@268e03e56c9206d21611e5943c656ab97c4a08e1 and preserves Dev history through e66f271d110c35b808b40c92253d67cf73f1cc59. Local tests use Python 3.12 on Linux aarch64. Cloud qualification uses the unchanged pinned x86_64 shared base and family-owned test contracts. Current source head: 3a6a6562d2f7954842cd2ba474542b7730d902d0; reviewed tree: 7f6a7d3653ab63b27c65f71289de5b4045029a7e. The 694/797/848-test suites ran on the preceding candidate b4578c91d; the final two-line follow-up only deletes cleared credential bindings and fixes error-message spacing. Its dependency-image suite passed 257 tests, with Ruff and independent review passing. The new-head cloud run will be recorded after completion.
Not Run / Remaining Gaps
Current-head CPU and the currently required Internal gate passed, and the Dev report and resource recovery are verified. This PR is not ready while the Lance reference CUDA/runtime failure remains: reproduce and fix it without changing the selected case, checkpoint, reference revision or acceptance thresholds, then complete current-head qualification. After merge, validate automatic Stable on ordinary and fork PRs, then activate the new required status according to the cutover runbook. Neither merging this PR nor a Dev pass changes repository rules automatically.
Contributor Self-Review
I have completed a self-review of this change.
Notes For Future Readers
Start with .github/community-ci-cutover.md, the workflow trust boundaries and recovery helpers, then the renderer. The new status name avoids accepting historical CPU-only successes. Keep the old required gate until the automatic Stable path is verified, then replace it atomically. Human review remains separate from CI success.
Merge #1752 before activation so MoGE's compatible dependency pins are available to ordinary PRs. Do not publish private images or private Internal CI logs. Public reproduction uses the checked-in Docker recipes. No merge, auto-merge or repository settings update is part of this readiness work.
Risk level
High
This changes automatic premerge execution, credential boundaries and resource recovery. Current-head validation and post-merge activation are tracked separately; occasional external provider or download failures remain possible.
Promotes Stable Community GPU CI as the intended premerge gate for pull requests targeting main. The gate is designed to run CPU checks, admit a bounded GPU plan, test selected families, and confirm VM cleanup. Plans that exceed five directly changed or added families are rejected before VM allocation. Documentation-only changes do not allocate a GPU. Optional Dev and Internal CI results do not replace Stable. A successful Stable result makes a pull request ready for NVIDIA employee maintainer review; it does not approve or authorize a merge.
The change adds frozen-source GPU planning, trusted dependency-image preparation, sequential isolated family-container execution, lease-based VM provisioning and recovery, evidence collection, and portable HTML reports. It also adds bounded retries for Brev login and read-only organization and catalog checks. The cutover guide documents the required-status migration. Repository gate activation and automatic Stable qualification are separate post-merge steps.
Reported validation includes current-head CPU checks with 2,899 Python tests and 262 CTests, and a successful current-head Internal gate. The reported large-profile Dev run completed 13 selected cases: 12 passed, and Lance failed in its official reference with CUBLAS_STATUS_NOT_INITIALIZED before numerical comparison. The author reports that the cause remains under investigation and that current-head qualification is outstanding. Current review finding and severity counts are unavailable.
Architecture impact
HUMAN REVIEW REQUIRED. The available evidence does not resolve material shared-surface compatibility and blast-radius questions. This outcome does not assert that a violation exists.
Family-owned files: FoundationPose and LANCE add dependency-image recipes and documentation. Nemotron-H adds a dependency-image recipe, environment inputs, constraints, and a build helper.
Changed shared surfaces: Community CI workflows and shared tools change plan admission, image preparation, GPU execution, VM lifecycle, evidence, reporting, and recovery. Root CMake configuration now delegates family selection to cmake/ModelFamilies.cmake. Shared environment-lock tooling, contributor guidance, Slack readiness alerts, and CI documentation also change.
Dependency direction: Shared GPU tooling consumes family manifests and dependency recipes to prepare selected family images. Family dependency images extend the shared base. CMake selects family runtime directories through TRTMC_FAMILIES, or discovers them when the variable is empty. The inspected evidence does not establish a new dependency between family implementations.
Affected consumers: Stable CI and shared GPU tools affect selected-family validation. CMake selection affects family runtime targets and build entry points. Report and lease tools affect CI evidence and recovery. Contributor guidance and Slack alerts affect readiness reporting and maintainer handoff.
Unresolved blast-radius questions: Confirm family selection behavior across runtime targets and existing build entry points. Reproduce and resolve the reported Lance failure, then complete current-head qualification. After merge, qualify Stable on ordinary and fork pull requests, including cleanup, before activating and verifying the required-status migration.
Stable Community GPU CI becomes the documented current-head premerge gate. The changes add GPU planning, isolated family execution, VM provisioning and cleanup, evidence reporting, dependency-image qualification and maintenance, pinned environments, and explicit CMake family selection. Internal CI remains optional.
Stable Community GPU CI is the required status for the current PR head. Internal CI is optional. Slack notifications identify PRs ready for NVIDIA review and state that CI success is not review approval. The cutover guide documents activation, verification, and rollback.

When capacity forces the AWS fallback, the GPU reservation is rejected before allocation and the Stable gate cannot complete. The fallback can also create a VM that recovery cannot clean up. Unbounded login attempts and the unretried catalog timeout add further availability risk. Fix the fallback intent handling and the SKU reselection before merging.

It also clearly states that current-head GPU qualification remains incomplete.
Full details: Family Ownership Boundary
Explanation
No family-ownership violation is introduced. The three new dependency recipes use only their own family inputs: FoundationPose uses its own requirements and ONNX assets (families/foundationpose/ci/Dockerfile.dependencies:7-12,16-17), LANCE uses its own reference lock and venv (families/lance/ci/Dockerfile.dependencies:9-17), and Nemotron-H uses its own requirements, locks, and receipt (families/nemotron_h/ci/Dockerfile.dependencies:12-28). The LANCE Qwen imports are third-party Transformers APIs, not another repository family. The coordinator selects each family_image and invokes the matching --family (tools/community_gpu_ci.py:2016-2022,2096-2142). The CMake change is a generic directory-based selector with no explicit family registry (cmake/ModelFamilies.cmake:8-29), and the existing shared smoke list is unchanged. Shared base images and generic orchestration are allowed mechanics.
Full details: Shared Change Blast Radius
Explanation
The check passes. The pull request identifies a model-agnostic need: one trusted Community GPU premerge contract for ordinary main PRs, with shared VM allocation, isolation, cleanup, reporting, and status publication. It identifies affected consumers: ordinary PRs, the optional Internal and Dev lanes, selected family containers, shared smoke families, dependency-image workflows, and CMake family builds. The documented impact includes the new Stable Community GPU CI gate, removal of ordinary Stable/Dev dual runs, preservation of the CPU compatibility observer, and retained family-owned dependency and test declarations. Repository evidence supports the boundary: tools/community_gpu_ci.py coordinates selected families and shared smoke families, .github/workflows/community-ci.yml consumes the shared coordinator and Brev tooling, and cmake/ModelFamilies.cmake serves all family runtime builds. The description records focused test commands and results, and the diff adds targeted plan, image, lease, report, evidence, workflow, and CMake tests. These cross-family coordination and gate responsibilities cannot remain in one family-owned implementation.
Full details: Shared Semantic Neutrality
Explanation
The standing neutrality violation remains. In the changed shared .github/scripts/withdraw_community_image.py, lines 16–27 hard-code the nemotron_h package, package/repository/version IDs, root digest, and child digest allowlist. Lines 116–208 validate and delete only that model's publication. The changed shared maintenance workflow invokes the script without a family or policy input and defaults audits to nemotron_h at lines 18–22 and 59–62. The dependency qualification workflow also fixes its concurrency group to community-nemotron-h-image at lines 36–37. The generic helper only derives package paths from a validated family; it does not supply the withdrawal identity or digest policy.
Resolution
Move package identity, version IDs, digest allowlist, and withdrawal policy into a validated family-owned declaration or tool. Require or derive the family for audit, access-check, qualification, and withdrawal. Pass that policy through a narrow shared workflow/script contract. Derive the qualification concurrency group from the validated family and remove fixed nemotron_h values from shared code.
Full details: Benchmark Validation Integrity
Explanation
The standing defect remains in the changed report path. tools/community_gpu_report.py:_case_card creates a coordinator-derived assessment and passes it to e2e_report._content at lines 454-465. This bypasses e2e_report._assessment, which marks failed checks as failed at lines 2013-2030 and missing comparison evidence as unverified at lines 2061-2065. A coordinator passed result with failed or insufficient detail can therefore render a Passed evidence badge. The added regression test checks only the execution outcome and does not check the evidence badge.
Resolution
Remove the coordinator-derived assessment= override from _case_card. Render coordinator execution status separately from evidence assessment. Preserve detail data and let _content call _assessment so failed, limited, and unverified evidence remains visible. Add a regression test for coordinator passed with failed or insufficient detail evidence, and assert that the evidence badge is not Passed.

Export the provisioned instance name before setup.
The reserve step runs tools.brev_exec provision, but writes only lease_artifact_name to $GITHUB_OUTPUT. The returned instance name remains stdout, so steps.reserve.outputs.instance_name is empty. The setup command then rejects the empty instance name.
The empty output also skips lease preservation and both cleanup paths. A successful allocation followed by setup failure can therefore leave the GPU allocation and lease without recovery handling.

Consolidate the ci/developer implementation through e66f271 and its readiness fixes on current main. This maintainer integration preserves the source changes and their original development history; it does not add sign-offs for prior authors.
Promote isolated family execution, private base reuse, classified outcomes, confirmed resource recovery and portable HTML reports. Retain optional Internal qualification and a separate post-merge required-status activation step.

Between Oct 16 and 29, 32 dev-lane runs failed on Brev control-plane
errors before or without a usable VM: a catalog that did not list
g6.4xlarge exactly once for about 40 hours, login 503s, a mismatched TLS
certificate and an unavailable organization check. Each failed the run on
its first error.
- Retry brev login five times, 30 to 120 seconds apart, in the GPU and
cleanup jobs.
- Retry the organization check (HTTP 429, 5xx or no response) and the
catalog search up to four times, 60 to 180 seconds apart. Both run
before the create request, so a retry cannot allocate a second VM.
- Report how many offers the catalog returned and from which provider,
so an empty catalog can be told apart from a duplicated one.

Both login loops call brev login without a per-attempt limit. If a call blocks instead of returning an error, the retry count does not advance, and the step can run until the job timeout. In the cleanup job, the login step runs before --cleanup-all. A blocked login can therefore delay confirmed VM release until the 360-minute job timeout. The provisioning job uses the same unbounded call. Other Brev CLI calls in this workflow already use timeout, such as timeout 60s brev copy, so these login calls are the exception.

Minor · Stability & Availability · Quick win
_preflight does not retry a brev search timeout.
_select_instance calls _run(["brev", "search", ...]) at Line 1250. _run raises CommandTimeout when the CLI exceeds CLI_TIMEOUT. CommandTimeout is a ProvisionError, but it is not a PreflightUnavailable or an InventoryError. This except clause therefore does not catch it, and the first catalog timeout fails provisioning immediately.
The PR targets control-plane degradation, which can show up as a slow response as well as a non-zero exit. The organization lookup already converts timeouts to InventoryError through _cleanup_request, so it is retried. The catalog lookup is the only preflight lookup whose timeout is not retried.
brev search is read-only, so retrying it cannot allocate a VM. Add CommandTimeout to the caught types.

Review comment at @tools/brev_exec.py at line 1999:
Update the retry exception clause in _preflight to also catch CommandTimeout, so
a timed-out read-only brev search is retried alongside PreflightUnavailable and
InventoryError.

a4405a42d DCO remediation for that commit. The squash merge recorded the author as chaofengw-nv, which did not match the chaofengw sign-off. It is an empty commit, so please keep it if you rebase this branch (or merge main instead); otherwise DCO fails again.
Neither commit touches the shared base inputs, so the protected dependency catalog is unaffected. This PR already conflicted with main before these commits.
…#1906)
Community GPU CI has seen 30+ failures in two weeks from Brev catalog
searches returning empty or duplicated results for the standard
g6.4xlarge type. The existing preflight retries (#1895) give up if
capacity never returns. Retry once against g6e.4xlarge, the same type
already used by the manual GPU_PROFILE=large qualification lane, after
the primary type's retries are exhausted on a capacity-shaped failure.
A deterministic rejection (bad disk, wrong provider, credentials) is
never retried.

Do not change the SKU after the allocation intent is archived.
from_intent=True validates the original SKU before selection, but _select_instance_with_fallback can then switch to g6e.4xlarge. The updated lease is uploaded only after Reserve completes. If the runner stops after creation and before that upload, recovery selects the older immutable intent, and _cleanup_workspace rejects the actual VM when its instanceType differs from the archived sku. Cleanup can remain unconfirmed.
Reserve must use the archived exact SKU, or upload a new ownership artifact before creating a different SKU.

Keep the host-RAM profile consistent between prepare and consume.
A prepared host-RAM intent cannot be consumed. The prepare step keeps host_ram_gib from the original request and changes only sku and provider when it records the selected type. The consume step then compares the lease's host_ram_gib with the value passed on the command line, which is None for an --instance-type reservation. The check raises ProvisionError before any allocation starts.
This affects the fallback case directly. The two flags cannot be combined: passing --instance-type with --host-ram-gib raises an error. Passing only --host-ram-gib reselects the primary SKU, which then fails the sku comparison against the fallback type stored in the lease. The mismatch is not limited to fallback. A non-fallback host-RAM prepare that consumes with only --instance-type fails the same host_ram_gib comparison.
Make the prepared lease and the consume check agree on the host-RAM profile. Either stop recording host_ram_gib once the intent selects a concrete SKU, or compare host RAM only when the consume call supplies it. Add a test that runs prepare with --host-ram-gib, selects a fallback SKU, and then consumes the intent with only --instance-type.

Notes For Future Readers
Start with
.github/community-ci-cutover.md, the workflow trust boundaries and recovery helpers, then the renderer. The new status name avoids accepting historical CPU-only successes. Keep the old required gate until the automatic Stable path is verified, then replace it atomically. Human review remains separate from CI success.Merge #1752 before activation so MoGE's compatible dependency pins are available to ordinary PRs. Do not publish private images or private Internal CI logs. Public reproduction uses the checked-in Docker recipes. No merge, auto-merge or repository settings update is part of this readiness work.
Risk level
This changes automatic premerge execution, credential boundaries and resource recovery. Current-head validation and post-merge activation are tracked separately; occasional external provider or download failures remain possible.
