fix(translation): map non-OpenAI stop reasons to stop in chat streaming - #1256
response.finish_reason (and its stop_reason alias) looks for choices[0].finish_reason (OpenAI Chat) or stop_reason (Anthropic) in the raw response. The Responses API has neither: it reports status and, when cut short, incomplete_details.reason. So finish_reason was nil for every OpenAI Responses generation, streamed or not, and so was the finish_reason of the prompt.active_agent instrumentation event.
This change reads incomplete_details.reason (for example max_output_tokens or content_filter) and otherwise status (completed) from the response body, and records the same from the final response.completed / response.incomplete event of a stream.
This builds on the streamed finish_reason change (#610), which lets a stream hand its stop reason to the response, and includes that commit until it merges; this PR is the Responses side, the last commit.
Tests: test/providers/open_ai/responses/finish_reason_test.rb covers a streamed response that completed, a streamed response cut short at max_output_tokens, and a non-streamed response. All three fail on main with nil. test/providers/** and test/integration/** (rails8 gemfile, dummy keys for VCR): 0 failures; the 6 errors (RubyLLMIntegrationTest, SolidAgentCompatibilityTest) also happen on main. Rubocop is clean, and there's a CHANGELOG entry.
This change was made with Claude Code; the tests above were run on the branch.
The OpenAI Chat stream codec passed unrecognised provider stop reasons
(e.g. Anthropic pause_turn, model_context_window_exceeded) through verbatim
as finish_reason, while the buffered path maps them to stop. Map them the
same way and keep OpenAI-native values unchanged.

openai_finish_reason now preserves listed OpenAI-native finish reasons and maps other unrecognized reasons to stop. Tests cover known provider mappings, native pass-through, and unknown reasons.

Summary
Finish reason mapping and tests crates/switchyard-translation/src/codecs/openai_chat/stream.rs
The mapping preserves recognized OpenAI-native reasons and maps other unrecognized reasons to stop. Tests cover known mappings, native pass-through, and unknown reasons.
Chat clients reading streamed responses from an Anthropic backend can no longer tell when output was cut off by the context window, because it now looks like a normal stop. The change is small and localized. Decide on the truncation mapping, ideally in both the streaming and buffered paths, before merging.

Explanation
The title says the change maps non-OpenAI stop reasons to stop in chat streaming. The raw summary confirms this. openai_finish_reason now passes OpenAI-native reasons through and maps every other unrecognized reason to stop. The tests cover both cases. The title is specific and matches the main change in the changeset. The title uses the 'fix(translation):' scope prefix, which is a conventional-commit style, and it is still clear. The PR objectives describe a broader Responses API finish-reason effort (PR #1256), which the title does not mention. That gap does not make the title wrong for this changeset. The title covers the code change, and the summary scope is limited to one file.

Do not report pause_turn as a completed response.
Anthropic uses pause_turn when a server-tool turn needs continuation. Mapping it to stop hides the interruption from Chat clients and presents incomplete output as complete. Emit an error or another explicit interruption signal instead. (raw.githubusercontent.com)

Map context-window exhaustion to length in both decode paths.
The OpenAI Chat stream encoder passes model_context_window_exceeded through unchanged. openai_finish_reason then returns stop, the normal completion value. A client cannot tell that generation stopped at the context window limit and that the output is incomplete.
The buffered path has the same gap. map_anthropic_stop_reason returns StopReason::Unknown for this value, and the OpenAI Chat buffered encoder maps Unknown to stop. Change both paths together so they keep the same behavior. Map this value to truncation in the same way as max_tokens.
Mapping this value to StopReason::MaxTokens also changes Anthropic buffered output. anthropic_stop_reason then returns max_tokens instead of end_turn. Tests for the Anthropic buffered encoding should cover this.
