feat(composite): align defaults with unified routing design - #1245
Align Composite defaults with the unified routing design: EF0.4 and CF0, the capable-first planning prompt and pinned efficient handoff, a three-result window, and a 0.92 Decision cutoff. Explicit settings take precedence.
The profiles came from Stage sweeps. The Decision prompt was tuned offline over recorded profile outcomes, then shortened manually. A 0.92 cutoff favored overall task success over the cheaper 0.91 candidate. The combined EF0.4/CF0 recipe was then measured in three full DeepSWE v1.1 repeats.
Benchmark results and configuration: 70.80% task completion versus Astra's 71.68%, at $269.99 versus $362.19 mean recorded-token cost per run, a 25.45% reduction. Costs have incomplete usage coverage, as detailed in the report.
The measured configuration uses classify_trigger = "new_session" and fail_open = false. Existing judge failure defaults remain unchanged.

feat(composite): align defaults with unified routing design

Composite routing now applies updated judge and profile defaults and always constructs two stage profiles. Tests cover model selection and prompt overrides. The documentation describes the defaults and failure handling.
Composite capability judges default to fail_open = false, decision judges default to a 0.92 cutoff, and the efficient threshold defaults to 0.4. Capable-first profiles receive a zero hold and the planning prompt when those settings are unset. Composite routing always uses the two-profile construction path.
Test and document composite defaults crates/switchyard-runner/tests/composite_profiles.rs, docs/reference/toml_schema.md, docs/routing_algorithms/composite_routing.md
The test checks model selection and system prompts across score cases and overrides. The documentation describes profile defaults, overrides, thresholds, and classifier failure behavior.
The change is mergeable with bounded follow-up, but the deadline documentation should be corrected before operators rely on its promised fallback, and the efficient-threshold default needs regression coverage.

A rabbit checks the capable tier, And sets a prompt when none is here. The profiles choose their routing way, While tests keep score along the way. The docs record each default clear, Then hops along, content and dear.
The new test does not exercise the stage threshold. Add a test with a hard-error signal to distinguish 0.4 from 0.5. Also cover shared and profile threshold overrides.

Extend the efficient-profile test around shared.confidence_threshold to exercise
the stage threshold using a hard-error signal that distinguishes the 0.4 default
from 0.5. Also verify that shared and profile-specific threshold overrides are
applied, preserving the existing profile behavior.
