fix(translation): Preserve inline System and Developer messages - #1244
The Responses decoder moved every inline system and developer input item
into the top-level instructions. When Switchyard rebuilt the request, those
messages moved to the start and were merged into one instructions string.
This changed their position, role and boundaries.
The decoder now keeps them in the conversation at their original position.
Top-level instructions stay separate. The rest of the change follows from that:
Encoders handle inline instructions. Chat and Responses emit them in place.
Anthropic adds them to the top-level system field.
An inline instruction inside a tool block or after pending reasoning waits
until that block or reasoning is placed. Tool calls stay next to their
outputs, and reasoning stays with its turn.
Routing code that looks for the latest user turn skips inline instructions.
Chat Completions has the same problem. It will be fixed in a separate PR.
System and developer messages are now preserved in their original order when conversations are translated between supported formats, including alongside tool calls and results.
Anthropic requests combine system and developer message content in the top-level system field. OpenAI Chat requests retain their system and developer roles.
Turn detection now treats system and developer messages as context between user turns.

Inline system and developer messages remain in normalized conversation sequences and are mapped to protocol-specific fields during encoding. Turn detection and compaction normalization now treat these messages as context when locating relevant user turns or messages.

Summary
Responses decoding and ordering crates/switchyard-translation/src/codecs/responses/buffered.rs, crates/switchyard-translation/tests/request_translation.rs
Responses decoding retains inline system and developer items in normalized messages. It defers them around pending tool and reasoning state. Tests cover reconstruction, message ordering, and translation.
Anthropic encoding adds system and developer content to the top-level system field. Chat encoding preserves their roles. Documentation and comments describe how instructions and messages are represented.

Turn detection skips system and developer messages when locating the previous relevant message. Compaction normalization skips those roles when locating the latest qualifying message. Tests cover both behaviors.
Some inline instructions can lose content without a warning, and certain reasoning sequences can be reordered. These bounded cases merit correction or explicit acceptance before merge.

Explanation
Docstring coverage is 36.84% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 19 functions across 10 files. (1 skipped: 1 unsupported.)
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

A rabbit reads the messages in a row, System and developer notes stay in their flow. Tools pause; reasoning takes its place, Then translated words resume the pace. I thump my feet beside the turn, And nibble docs as bridges burn.
Consolidate the duplicated turn-context predicate.
compaction.rs and affinity.rs independently skip system, developer, and environment-update messages. The predicates are currently equivalent, but they can drift. compaction.rs cannot directly reuse the libsy helper because libsy already depends on switchyard-translation. If this behavior is intended to remain identical, move the shared predicate to an appropriate dependency-neutral module and use it from both crates.

dropped it quietly. Now we log the warning. Unlikely edge case, but it
makes the bots happy.
