Summary

Stage Router currently sends every decisive positive tool score to the capable model. Add an optional balanced tier so moderate recovery can use a middle model, while stronger scores and hard overrides select capable.

This extracts the three-tier policy from #1218 into the existing stage_router, based on abd759dbe301718c34ce0821e027c4cbacc62fda. It preserves the existing Score contract and uses the existing named-category mechanism for balanced routing.

Configuration

This sample uses DeepSeek as the efficient tier, GPT Luna as the balanced tier, and Claude Opus as the capable tier. Client URLs and formats are examples. Change them to match your deployment.

schema_version = 1

[llm_clients.deepseek]
format = "openai_chat"
base_url = "https://api.deepseek.com/v1"
api_key_env = "DEEPSEEK_API_KEY"

[llm_clients.openai]
format = "openai_responses"
base_url = "https://api.openai.com/v1"
api_key_env = "OPENAI_API_KEY"

[llm_clients.anthropic]
format = "anthropic_messages"
base_url = "https://api.anthropic.com"
api_key_env = "ANTHROPIC_API_KEY"

[targets.deepseek]
id = "DeepSeek-V4.1-Flash"
llm_client = "deepseek"

[targets.luna]
id = "gpt-5.6-luna"
llm_client = "openai"

[targets.opus]
id = "claude-opus-5-5"
llm_client = "anthropic"

[routes.coding]
id = "coding"
type = "stage_router"
efficient_target = "deepseek"
balanced_target = "luna"
capable_target = "opus"
picker = "efficient_first"
confidence_threshold = 0.20
capable_score_threshold = 0.55
recent_turn_window = 6
escalation_hold_turns = 3
  • Positive tool scores must first clear confidence_threshold. Their confidence then selects balanced below capable_score_threshold, or capable at or above it.
  • Before retention, hard overrides select capable, negative scores select efficient, and ambiguous turns use the existing cascade and picker default.
  • capable_score_threshold defaults to 0.55 when balanced_target is present. It must be in [0, 1], must be above confidence_threshold, and requires balanced_target. A route that breaks these rules is rejected, because the balanced tier could never be selected.
  • All three targets participate in existing target requirements and answer fallback handling.

How scores map to models

With the sample above, the scorer's common values select these models:

Recent tool activity Confidence Model
No clear signal (score inside ±0.20) near 0 DeepSeek-V4.1-Flash (picker default)
Production that points to the efficient tier (score below -0.20) negative DeepSeek-V4.1-Flash
A soft error alone 0.21 gpt-5.6-luna
A hard error alone, or a stall alone 0.46 gpt-5.6-luna
A soft error plus a stall about 0.61 claude-opus-5-5
A hard error plus a stall 0.76 claude-opus-5-5
A critical error, repeated failure, or context compaction hard override claude-opus-5-5

Tuning notes:

  • Any capable_score_threshold from 0.47 to 0.61 gives the same result for these values.
  • Set confidence_threshold = 0.30 to keep soft errors on the efficient tier.
  • The recommended two-tier value of 0.5 leaves almost no balanced band, so a three-tier route needs a lower value.
  • These thresholds have not been calibrated by a model benchmark.

Escalation retention

After you set balanced_target, you can choose how a selected tier is kept across requests. escalation_hold_turns is optional. Both options select the first tier the same way, as shown in How scores map to models.

  • Not enabled: omit escalation_hold_turns. The route uses the existing capable_hold_turns and efficient_hold_turns.
  • Enabled: set escalation_hold_turns. The route re-scores every request and keeps balanced or capable as a minimum tier.

The two options

Not enabled: escalation_hold_turns omitted Enabled: escalation_hold_turns set
After a balanced selection No hold starts. The next request can drop to efficient. Balanced stays as the minimum tier for the configured number of lower-tier requests.
After a capable selection Capable is held for capable_hold_turns requests (default 2). Capable stays as the minimum tier for the configured number of lower-tier requests.
Scoring during a hold Skipped. The held tier is used directly. Every request is re-scored.
New error during a hold Not seen, and the hold is not renewed. Selecting the same or a higher tier renews the hold.
Stronger selection during a hold Waits for the hold to end. An efficient hold stays on efficient even when errors appear. Takes effect immediately.
What uses up the hold Every held request. Only requests that score below the held tier.
Efficient hold Available through efficient_hold_turns. Not available. Efficient is never held.
Pinning -1 pins capable or efficient after a switch. Not supported.
Tool results scored The recent window, across user turns. The recent window, within the current user turn.
New user turn Does not clear a hold. Clears the hold.
Session scope State is kept only with a session ID. Agents with an agent_id have separate holds. Also requires a session ID. A child agent without an agent_id gets no hold, so it never shares its parent's.
Decision source for a held request capable_hold or efficient_hold escalation_hold
Fallback judge and handoff notes Supported. They apply to capable and efficient only. Rejected during configuration validation.
Legacy hold keys Supported. Rejected if set on the same route.

The new options are for standalone stage_router routes. Composite routes keep two tiers and the existing holds.

Example request sequences

A hard override on requests 1 and 3, with clean results otherwise:

Request 1 (override) 2 3 (override) 4 5 6
Not enabled capable capable (hold) capable (hold, error not seen) efficient efficient efficient
Enabled capable capable (hold) capable (re-scored, renewed) capable (hold) capable (hold) efficient

Rules when enabled

  • With 3, one escalation can serve the triggering request plus three lower-tier requests.
  • The hold lives in the existing per-session routing state, so it follows that state's cleanup.
  • The final routing decision is reported once, after retention is applied.
  • A value of 0 disables retention while continuing to re-score every request. The legacy holds stay off.
  • escalation_hold_turns requires balanced_target.

Compatibility

Existing two-tier TOML configurations retain their behavior when the new options are omitted. Without balanced_target, the route remains two-tier; explicitly configuring a balanced-only threshold or retention option is rejected.

Rust callers supply the middle target through Category::Named("balanced".into()) and Category::Any. StageRouterConfig gains two optional fields, capable_score_threshold and escalation_hold_turns, initialized to None by its constructor. Downstream struct literals must supply these fields.

Validation

  • 853 tests passed across switchyard-libsy, switchyard-runner, switchyard-server, switchyard-llm-client, and switchyard-nemo-relay-plugin.
  • 126 tests passed for switchyard-runner with --features prefill-router.
  • Retention tests cover expiry, renewal, stronger-tier selection during a hold, zero retention, new-user reset, earlier-turn errors, missing session IDs, session and parent/child isolation, and unsupported configurations.
  • Configuration tests cover an unreachable balanced tier and legacy hold conflicts.
  • Clippy passed with --all-targets -- -D warnings for those first three packages, and for switchyard-server with --features prefill-router.
  • Workspace checks passed with --all-targets; formatting and git diff --check passed.
  • The sample configuration loads with the current code. It has not been run against live model servers.
  • The full cargo test --workspace suite was not run locally.

Summary by CodeRabbit

  • New Features
    • Stage routing can now use an optional balanced tier between efficient and capable destinations, with configurable score thresholds.
    • Optional escalation retention keeps a selected tier as a minimum for subsequent requests. Stronger routing decisions still take effect immediately, and a new user turn clears retention.
  • Documentation
    • Added guidance on configuring three-tier routing, score thresholds, and escalation retention. Defaults preserve existing routing behavior.

A config that sets both escalation_hold_turns and a legacy hold key loads without error, and the legacy value is silently ignored. This is a narrow misconfiguration case with a safe outcome. Adding a load-time rejection before merge would match the documented behavior.

I’m a rabbit, thumping softly by the routing tree.
Three tiers now greet the scores that hop to me.
A balanced path can catch a modest climb.
Held choices last for just their stated time.
New turns clear the trail, and sessions keep their own.
I nibble docs, then bound back home.
