Summary

Implements the seven foundational NeMo Gym agent skills proposed in #1235:

• Create environments
• Integrate existing benchmarks
• Configure RL training
• Run and analyze evaluations
• Design verification and scoring
• Apply async and performance patterns
• Integrate external environment frameworks

Changes

• Adds canonical skills under .agents/skills/
• Adds Claude and Codex compatibility links
• Replaces the legacy add-benchmark skill
• Clarifies the boundaries between environments, Resources Servers, Agent Servers, and rollout orchestration
• Clarifies benchmarks/ as fixed evaluation configurations
• Adds async/performance and framework-adapter documentation
• Narrows overlap with existing debugging and reward-profiling skills
• Adds tests for skill loading and native discovery paths

This PR intentionally excludes the proposed A/B evaluation of agents with and without skills.
