Request the ray extra from servers that use Ray #4314

The 18 servers that declare ray_enabled = True request nemo-gym[ray] in their own manifests: requirements.txt, pyproject.toml or setup.py. An audit fails if a Ray server doesn't. Once Ray leaves the core dependencies, this keeps Ray in exactly those venvs.
