tests can break when run in parallel #32
Description
I'm packaging codex-relay in nix currently, and I had to disable some of the issue_26_ tests as they bind to the same port and thus break.

Fix in progress: #33 — tests no longer share ports in parallel. The mock upstream and relay subprocess now bind an ephemeral port (port 0) instead of the racy bind/drop/rebind
