perf(vcs): skip CI job logs an installation cannot read - #1550
Conversation
The installation access-token response lists the permissions the installation has accepted. Keep them with the cached token and expose canReadWorkflowLogs on the provider. A job from an installation without actions access no longer downloads its log: every such download was a 403 plus an ingest-key lookup. The job's span records vcs.workflow.log_error so the reason stays visible. Traces are unchanged.

🔴 Permission check stalls CI job batches
When GitHub rate-limits token minting, canReadWorkflowLogs waits outside the 30-second log budget. rateLimitedFetch can retry inline for minutes, holding up subsequent jobs in the batch.
Learn more
The queue consumer processes messages sequentially in processBatch. The permission check mints an installation token through installationToken, whose HTTP request uses rateLimitedFetch. That helper can sleep and retry several times before returning. The existing 30-second timeout only covers the log sink, so it does not interrupt the new permission check. Even after a check failure, the fallback tries the log path and can mint again.
Example: A successful job has no cached token, and GitHub rate-limits its token request with retry-after: 30. The permission check waits through retries before the log's 30-second clock starts; later jobs remain unprocessed throughout.
Recommended fix: Include provider.canReadWorkflowLogs and the conditional onWorkflowJobLog call under one WORKFLOW_LOG_BUDGET, or give the check its own short timeout before falling back. Test a stalled or repeatedly rate-limited token request with a following job in the batch.

Fixed in ed3b0ec. The permission check and the log download now run under one WORKFLOW_LOG_BUDGET, so a throttled token mint inside the check counts against the same 30 s. A check that fails still falls back to reading the log, and that second mint is inside the same budget too. Tested in vcs.test.ts: bounds a stalled permission check by the log budget, so the next job in the batch runs stalls the first job's check, advances 31 s, and asserts the second job is processed and its log forwarded. Against the old code that test hangs.

canReadWorkflowLogs mints an installation token, and a throttled mint waits inline. It ran before WORKFLOW_LOG_BUDGET started, so it could hold the rest of a batch well past 30 s. The check and the log download now run under the one budget. A check that fails still falls back to reading the log, inside the same budget. Tests: a permission check that stalls lets the batch's next job run and forward its log after 30 s, and a token that lists no permissions is read as granting log access.

Problem
The VCS sync queue consumer (
maple-vcs-sync,VcsSyncQueue.processBatch) downloads every finished CI job's log. Installations that have not accepted the Actions read permission get403 Resource not accessible by integrationon every download. The consumer still mints a token, looks up the org ingest key, and pays the 403 round trip, then drops the result.Production, 6 h ending 2026-10-19 09:27 UTC,
deployment.environment = production:CiTraceService.emitLogspans failed with the 403. They used 305.5 s (p50 318 ms, p95 466 ms).GithubAppClient.requestspans to.../actions/jobs/<id>/logsreturned 403, 209.3 s.That is about 1.2k s/day of consumer time and about 4k refused GitHub calls/day.
Cause
packages/backend/src/services/integrations/vcs/VcsSyncService.ts:957forwards the log of every job with steps. Nothing checks whether the installation can read logs. The installation access-token response already says so (permissions.actions), butGithubAppClient.ts:148dropped the field.Fix
GithubAppClientdecodespermissionsfrom the access-token response and keeps it with the cached token. NewcanReadActions(installationId)reads it from the same cache (no extra call when a token is cached). If GitHub lists no permissions, it assumes access, so behaviour is unchanged.VcsProviderClient.canReadWorkflowLogsexposes it;GithubProviderimplements it.handleWorkflowJobchecks it before calling the log sink. Without access it skips the download, setsvcs.workflow.log_forwarded = falseandvcs.workflow.log_error = "installation has not granted actions: read". If the check itself fails, it falls back to today's path. The check and the download share the one 30 sWORKFLOW_LOG_BUDGET, so a throttled token mint inside the check cannot hold the rest of the batch longer than a slow log would.ci-traces/logs.tsis untouched. Error semantics ofemit/emitLogare unchanged.Tests:
GithubProvider.pulls.test.ts: a token withoutactionsreports logs unreadable with one GitHub request (the token mint). A token withactions: readreports readable and the log still streams on the same token.GithubProvider.pulls.test.ts: a token that lists no permissions reports logs readable.vcs.test.ts: a workflow job from an installation without access forwards its spans and makes zero log requests. A permission check that stalls is cut off at the budget, and the next job in the batch is processed and forwards its log. Before / After
emitLogtime on refused logsGithubAppClient.requesttime on 403 log callsMethod: production telemetry via
maple query --remote --since 6h, window ending 2026-10-19 09:27 UTC. Before numbers are production. After numbers are not measured: a PR preview has no real GitHub installations or webhook traffic, so it cannot exercise this path. The zero comes from the tests above. Token mints still happen for these jobs (the check reuses the mint the log download used to do), so the saving is the 403 call, the ingest-key lookup and theemitLogspan. How to verify after deploy
