Changed 0.5 in targets.py `Analysis` `__init__` to 0.1 defined in `_cli_args.py`

LGTM. I also changed the default value defined in __init__.py on Analysis of 0.5 to the default 0.1 defined in as the DEFAULT_UNBLOCK const in _cli_args.py.
I did this just to cover eventualities where someone might create there own Analysis class outside of any of our use cases, and not use argparse to setup their Analysis.
In which case 0.5 would be used, but it makes more sense to use the one value we have defined in one place.

This corrects the specification of unblock duration to a float.
