Adds commands for
CmdBeginRendering/CmdEndRendering.Also separated dynamic rendering code from render pass and moved to
sync_dynamic_rendering.h/cpp.Removed
tls_guard.h- not used anymore. If needed, I'd rather reintroduce it with a simpler interface.
