Version bump only — Directory.Build.props 6.39.1 → 6.40.0. No CHANGELOG entry, per the repo convention.

Two behaviour changes worth naming in the release notes:

• Wolverine.HTTP: map UnknownTenantIdException (and DisabledTenantException once lifted) to 404/403 ProblemDetails alongside the #4512 concurrency mapping #4516 an unknown tenant id answers 404 ProblemDetails instead of 500
• Wolverine.HTTP: opt-in 409 ProblemDetails mapping for ConcurrencyException and StreamLockedException #4512 concurrency failures can be mapped to 409 with a one-line opt-in

The rest is the GH-4511–4532 exception-message wave (18 PRs) plus fixes.

Dependency pins deliberately untouched

Marten 9.39.0, Polecat 5.31.0, Fisher 1.12.0 and Weasel 9.33.0 are all available; this release stays on 9.35.0 / 5.29.0 / 1.10.0 / 9.32.0 — exactly what those 51 commits have been green against. The JasperFx family (2.74.0) is already current. The pin bump gets its own PR with its own full pinned Release build and CI rather than riding a feature release.
