drop pinned numpy version

Is supporting numpy>2 a big lift? The pinned 1.24 version requirement wreaks havoc on my venv

Oof I see I didn't realize. I think I would have to do some non-trivial testing to make sure the system works properly. I should probably keep the >= 1.24.2 but I'll consider dropping the <2.

copy=False in glm._coerce_dtypes currently breaks on numpy>2.0 fwiw.
numpy docs have suggested changes.
