Problem
When the person archives a Crew, or one of its seats, from Fleet, the Captain isn't told. It keeps planning around seats that are gone, and around a Playbook run that the archive cancelled. It only finds out when a later tool call fails, such as a message to an archived seat or playbook_next returning run_terminal. The review panel saw this happen live on #384: after an archive, the Captain kept saying its run was "still open".
When the Captain archives the Crew itself, it already knows, so this only concerns archives from outside the Captain.
Proposal
Whenever something other than the Captain archives a Crew or a seat, the platform sends the Captain a short note. For example: "The person archived crew X; its playbook run was cancelled." Deliver it like other agent messages: into an active turn, or queued for the next one. Check that a Fleet-triggered note doesn't start an unwanted turn.
Jackson agreed on 2026-09-30 that this is a general Crew behavior, not a Playbook one.

- A Captain whose Crew or seat is archived from Fleet sees why on its next turn.
- Archives the Captain makes itself send no note.
