Context

The MCP tool loopover_intake_idea (src/mcp/server.ts:2045) is explicitly described as "deterministic and source-free," rate-limit-only gated, calling validateIdeaSubmission/buildTaskGraph. No REST route or CLI mirror exists.

Requirements

• Add POST /v1/loop/intake-idea delegating to the same pure functions.
• Add a CLI subcommand/stdio tool.

Test Coverage Requirements

99%+ Codecov patch coverage on every changed line and branch in the new route/tool/CLI code, plus a test asserting output parity between the mirrored surfaces for identical input.
