feat(mcp-cli): add stdio tool gittensory_get_burden_forecast (proxy the hosted tool)

gittensory_get_burden_forecast is on the hosted MCP server (src/mcp/server.ts:1113) but absent from the stdio package. A maintainer running the local stdio server can't pull the cached burden forecast (projected review load, queue-growth risk, stale-PR signals). Add the missing stdio registerTool that proxies the burden-forecast HTTP endpoint.

Deliverables

• Register gittensory_get_burden_forecast in packages/gittensory-mcp/bin/gittensory-mcp.js proxying the burden-forecast HTTP endpoint via apiGet
• ownerRepo input handling matching existing repo-scoped tools
• Add a subprocess stdio test for listing + payload
