feat(ui): gate-outcome breakdown card (auto-merge / auto-close / hold)

Add a card to the maintainer quality dashboard summarizing gate outcomes (auto-merged, auto-closed, held/manual) from gate-outcome audit events, scoped to the maintainer's repos. Single count + rate card; read-only.

Deliverables

• New GateOutcomeCard consuming the gate-outcome breakdown shaped by the feat(ui): maintainer repo/org quality dashboard #539 dashboard service
• Three Stat tiles (merged/closed/held) + a small stacked-proportion bar using token colors
• Repo-scope respected; public-safe (no reward/wallet fields, no raw scores)
• Wire into MaintainerPanel (maintainer-panel.tsx)
• Vitest test: all-outcomes-present, zero-in-one-bucket, and empty branches
