Adds Arabic UI locale, RTL direction, backend language normalization, Arabic prompt directives, deterministic Arabic labels, and targeted tests. Verification passed: npm run i18n:parity; npx tsc --noEmit; npm run test:node; python -m compileall -q deeptutor scripts tests; targeted pytest suite; browser smoke test for /settings with html lang=ar dir=rtl. Note: npm run lint still reports existing unrelated upstream lint debt.
