Add support for certificate map datasource

• Added a new datasource for CertificateManagerCertificateMap based on the existing terraform resource following the documentation
• Added two tests for the datasource.
• Added datasource documentation.

The rest of CertificateManager resources will be added later in a subsequent PR.
