Create local
<PackageId>-v<version>tags at the plan commit, in plan order. Each tag is added directly through LibGit2Sharp. Invalid names, existing tags and write failures propagate immediately; tags already created remain in place.Tests cover the target commit and tag names, duplicate creation, later conflicts, invalid names and a real write failure. No preflight pass, tag reuse or automatic rollback.
