What this captures

Package submission is a governed effect: a package enters the kernel only through attenuation-only minting (a submitted package can never carry more authority than its submitter's grant) with explicit owner approval. In force now, regardless of the fence: manifests must be machine-authorable, machine-checkable, and renderable for owner review — nothing in the manifest format may assume a human author.

Fence

Do not start before the Bell fit review lands on build-on. Deliberately not labelled ready-for-agent; an agent picking this up before the fence lifts is an error. When the fence lifts, route it through the delivery vehicle in DIRECTION.md (grill → to-spec → to-tickets).
