IPM ULT Enhancements

Enhance current IPM ULTs. Currently all ULTs for IPM follow the exact same testing pattern that has been copied and pasted numerous times in the ETL test section. This makes additions to ULT suite painful as each new test must be manually added, Changes are to:

- Simplify test additions
- Unify testing by parameterizing test inputs
