Add UCI socwatch support to Service for CPU telemetry

CPU temperature proves difficult to obtain due to the restricted nature of MSR access. Socwatch might provide a solution that is compatible with our distribution requirements.

Move from investigation to POC of socwatch as a source of CPU/system metrics

Received updated UCI/socwatch package. Still prerelease but available for public distribution. Verify behavior matches that previously shown in POC, check if any issues have been resolved, draft list of items to discuss with UCI team.

Looking to implement this after #606 and #607 are in place.
