Remove or redirect the catalog-old.data.gov DNS entry.
Why
Once apps are deleted, the DNS record will resolve to nothing or error. A clean redirect to catalog.data.gov is preferable to a dead URL.

- Confirmed with GSA IT / cloud.gov operations
