Create vtk filter from PVMergeBlocksEnhanced in geos-mesh and move PV plugin to geos-pv

In the context of the repository refactoring, this will consists in two main tasks:

• moving paraview plugin PVMergeBlocksEnhanced that was initially in geos-posp to the dedicated folder geos-pv
• the concomittant creation of the corresponding vtk filter in geos-meshpackage
