Move TransferAttributesVolumeSurface to geos-mesh + move corresponding PV plugin to geos-pv

In the context of the repository refactoring, this will consists in two main tasks:

• Move TransferAttributesVolumeSurface to geos-mesh
• Move PVTransferAttributeVolumeSurface to geos-pv

Attribute mapping can be update to transfer attribute between surface and volume. The filtre and the plugin are no more usfull.
