Issue with OpenSpec Configuration and Comments in Multiple Projects

Hi,

I initially configured a project with OpenSpec, and the comments showed up when I typed a slash (/). However, when I switched to another project, I couldn't access the comments.

It seems OpenSpec only created comments for the first project. When I tried to initiate OpenSpec in the new project, it used the configuration from the previous project because the current directory doesn't have an .openspec folder. As a result, the comments didn't appear, and there doesn't seem to be a way to force OpenSpec to initialize for the new directory.

To fix this, I had to manually copy the .openspec folder from the first project into the new project's folder.

@ruban-s Can you explain what you mean by openspec using configuration from another project? - That's the only part that is unexpected behaviour.

Otherwise the expected behaviour is that you have some sort of repo or project and you initialize openspec specifically for that project.

For an example, we can assume i have two projects called project1 and project2.
Project1:
Fresh installation of open spec inside the project1 and it successfully installed and when i initiate openspec it asking config ai then i choose claude code as ai agent after the configuration it created folder (.openspec) with all commends and instructions. so the openspec fully configured.

Project2:
in project2 there is no .openspec folder so when initiate openspec init for process of configuring project2 it showing openspec already configured. but the project2 does not have .openspec folder so in the claude code there is not slash commends for plan, implement commends so i got stuck and after that copied .openspec folder from project1 to project2.

Problem:
when try to use openspec on other projects so initially copy folder from project1. it will be better if i run openspec init on new project folder openspec scan directory .openspec folder if found then skip otherwise create .openspec folder for ai agents to openspec commends.

or if openspec installed global it much better and event i install at project folder it should install on global for accessible for all projects folder.
